Anti-Corruption Contact Centre

The Department of the Ministry of the Environment provides all information in accordance with the Government Concept for Combating Corruption for the years 2013 to 2026 approved by Government Resolution No.288 of 5 April 2023, the Framework Departmental Internal Anti-Corruption Programme approved by Government Resolution No. 752, as amended by Government Resolution No. 851 of 13 November 2013, Government Resolution No. 1077 of 21 December 2015, Government Resolution No. 853 of 29 November 2017 and Government Resolution No. 769 of 20 November 2018, and with the Anti-Corruption Action Plan for 2021 and 2022 adopted by Government Resolution No. 1273 of 7 December 2020. These documents have been prepared in connection with Government Resolution No. 418 Basic Guidelines for the Fight against Corruption at Government Level of 4 June 2014, which was approved by Government Resolution No. 1057 of 15 December 2014 and builds on previous documents and strategies.

CENIA Anti-Corruption Policy

The corruption risk management system at CENIA is based on the Government’s Anti-Corruption Strategy for the period 2013 and 2014 approved by Government Resolution No. 39 of 16 January 2013, as amended by Government Resolution No. 381 of 22 May 2013, Government Resolution No. 851 of 13 November 2013, the current Government Concept for the Fight against Corruption for the years 2023 to 2026 approved by Government Resolution No. 288 of 5 April 2023, from the Action Plan for the Fight against Corruption for 2023 and 2024 adopted by Government Resolution No. 508 of 12 July 2023, and from the Order of the Minister of the Environment No. 7/2020 of 26 June 2020, No. MZP/2020/110/2915, by which the Minister of the Environment issued an updated Ministerial Internal Anti-Corruption Programme (RIPP) of the Ministry of the Environment, which is published on the website of the Ministry of the Environment.

In accordance with the Order of the Minister of Environment No. 7/2020, CENIA issued and updated the Internal Anti-Corruption Programme (IPP) by Decision ROZ 4-2022, No. CEN/10.1/1179/2022 in March 2022 and by Addendum No 2 DOD 2 to ROZ 4-2022, Ref. CEN/10.1/3691/2023. The IPP is a set of procedures and measures to manage corruption risks that CENIA employees are required to follow in their decision-making process. It aims to reduce the preconditions for the emergence of corrupt behaviour in CENIA and to protect state assets. In the updated CENIA IPP, references to legislative materials in the framework of the fight against corruption have been corrected, updated references to CENIA’s internal regulations have been added, new tasks and updated deadlines for implementation have been added based on the points imposed by Government Resolution No. 769 of 20 November 2018 and in relation to the MoE’s RIPP, updated references to CENIA’s internal regulations have been added, and information on GDPR has been added in the context of the publication of professional CVs on CENIA’s website. The programme is evaluated annually and a report on its implementation is prepared and made available to the public.

In the framework of fulfilling the tasks arising from the Government’s Anti-Corruption Concept for 2018 to 2022 and the Anti-Corruption Action Plan for 2020, CENIA hereby publishes information on lawyers and law firms that have concluded contracts for the provision of legal services, information on contracted consultancy and advisory companies and on CENIA’s advisory bodies and advisors.

PELIKÁN KROFTA KOHOUTEK advokátní kancelář s.r.o. – Contract for the provision of legal services – Legal services for CENIA contractual relations and legal advice – Contract for an indefinite period. Rate of remuneration 847,- CZK/hour. Performance not exceeding 1 200 000,-. For the first half of 2022, financial performance in the amount of 35 404,6 CZK. For the 2nd half of 2022, financial performance of CZK 109 943,3,-.

KOUKAL LEGAL, law firm – Legal and expert services in the field of processing and publication of environmental data for the needs of the NERP project, reg. no. CZ.03.4.74/0.0/0.0/15_025/0016059, under the terms of the ESF subsidy programme Operational Programme Employment. Contract for a fixed term until 31.3.2023. Remuneration rate 1 046,- CZK/hour. Performance not exceeding CZK 1 110 000,-. For the first half of 2022, financial performance of CZK 86 064,88,-. For the 2nd half of 2022, financial performance of CZK 122 136,19.

J&T advokátní kancelář s.r.o. – Legal Services. Contract for a fixed term until 13.4.2025. For the first half of 2022, financial performance in the amount of CZK 45 497,51,-. For the 2nd half of 2022, financial performance of CZK 147 069,-.

O2 IT Services s.r.o. – provision of services in the area of platform management, quality and data quality (Data management – data governance), for the needs of the NERP project, reg. no. CZ.03.4.74/0.0/0.0/15_025/0016059, according to the conditions of the ESF subsidy programme Operational Programme Employment. The contract is for a fixed term until 31.3.2023. Performance not exceeding CZK 660,000.- excluding VAT + VAT at the statutory rate. For the 2nd half of 2022 financial performance in the amount of CZK 34 296,24,-.

CENIA did not have and does not have any advisory bodies with participation of external members in the 2nd half of 2021 and does not have established consultant functions.
