Integrated Management System
The first public administration organisation registered in the EMAS Programme
The environmental management system pursuant to EMAS represents an active approach to the monitoring, managing and gradual decreasing of the environmental impacts of an organisation’s activities. It is based on Regulation (EC) 761/2001 of the European Parliament and the Council. The EMAS Programme was established in the Czech Republic pursuant to Resolution No 466/1998 of the Czech Government on approval of the National Programme to Implement the Business and Audit Environmental Management System. In the Czech Republic, the EMAS Programme is guaranteed by the Ministry of the Environment.
The EMAS Programme administration is provided by the EMAS Agency, a part of CENIA, the Czech Environmental Information Agency. The EMAS Agency is the National EMAS Programme’s executive body in charge of the administrative work of the EMAS Programme Council in compliance with Resolutions Nos 466/1998 and 651/2002 of the Czech Government. The EMAS Agency also ensures all expert and management activities related to the EMAS Programme.
Since 2007, CENIA has held a quality management certificate pursuant to ISO 9001, ISO 14001 and OHSAS 18001. At the beginning of 2008, CENIA’s management, as the operator of the EMAS National Programme’s executive body, decided to implement an environmental management system pursuant to EMAS. The main reason for the implementation was the natural interest in the environmental impact of the agency’s activities and an effort to increase the organisation’s credit and improve the communication and awareness of the agency’s environmental impacts among its employees and partner organisations.
The implementation of an environmental business and audit management system pursuant to EMAS involves the following steps:
- Initial environmental review,
- Implementation of a management system,
- Preparation of an environmental declaration,
- Verification of the system and the declaration by an independent verifier,
- Registration in the EMAS Programme (registration certificate, registration number and the right to use the EMAS logo).
The initial environmental review took place on 17 and 18 June 2008 and was conducted by Ing Emília Boďová, Head of the Environmental Management Centre, and Ing. Alena Adamkovičová, an EMAS specialist from the Slovak Environmental Agency.
After the initial review, a management system that complied with the EMAS rules was implemented in July and August 2008. The agency’s management documentation was optimized and both direct and indirect environmental aspects resulting from the agency’s work were identified.
Based on identified environmental aspects, the Environmental Declaration and other documents were prepared. These include the Self-declared Environmental Claim, the Ethical Code, and CENIA’s Integrated Management System Policy that are available on this website in the right hand corner.
Both the system and the Environmental Declaration were verified by accredited verifies between 22 and 23 September 2008. Verification was carried out by Ing. Alena Švarcová from the Electrotechnical Testing Institute, s.p., based in Prague-Troja. The verification was positive.
After obtaining a valid certificate, CENIA submitted a registration application for the EMAS Programme, the last step of the environmental management system’s implementation pursuant to EMAS, i.e. the actual registration. The application was submitted to Ing. Pavel Růžička, Head of the Voluntary Instruments Department of the Ministry of the Environment, who checked the formal compliance of the application and ensured other required administrative steps.
Since CENIA complied with all requirements of the EMAS Programme, the Minister of the Environment, RNDr. Martin Bursík, put his signature on the certificates bearing the EMAS logo that were addressed to CENIA. CENIA was registered in the EMAS Programme on 24 November 2008.
